BESS revenue in Ukraine: FCR, aFRR, balancing and arbitrage without double counting
Evaluate BESS revenue evidence and service commitments in Ukraine using a dispatch compatibility matrix, energy headroom and net-cash checks.
Jurisdiction: Ukraine. Sources reviewed . Periodic review required. Next scheduled editorial review: . Material rule changes require earlier review.
A battery revenue stack is credible only when the same dispatch schedule can deliver every promised service within power, energy, grid and contractual limits. Adding annual revenue estimates from separate models does not establish that compatibility.
For an acquisition, ask the seller to show which income is contracted, which depends on future qualification or awards, and which is a trading assumption. This distinction can change both the price and the working capital required after closing.
Separate the service from the payment
Frequency containment reserve (FCR) supports frequency containment; automatic frequency restoration reserve (aFRR) concerns automatic restoration. These service concepts do not establish that a Ukrainian battery is qualified or holds an award. Balancing energy, reserve availability and energy trading can have different settlement bases.
Article 30-1 of the Electricity Market Law provides the storage operator framework. Article 69 addresses ancillary services. Current product definitions, qualification, procurement and settlement must be checked against applicable rules and the actual contract. A statutory participation route is only the first gate.
ENTSO-E’s frequency-control report, updated in February 2026 provides technical terminology for FCR and aFRR. It is not evidence of a Ukrainian project’s qualification or the current terms of a Ukrainian procurement.
Use a revenue evidence ledger
Table — scroll horizontally if needed
| Stream | Evidence before underwriting | Constraint to model | Common overstatement |
|---|---|---|---|
| Reserve availability | Technical qualification, award, signed terms and delivery period | Reserved MW, response direction, state of charge and outages | Treating a potential auction as contracted income |
| Activated balancing energy | Dispatch and settlement rules, measured delivery and counterparty route | Activation volume, recharge and imbalance exposure | Adding activation income without replenishment cost |
| Day-ahead / intraday arbitrage | Interval prices, feasible bids and dispatch, trading arrangements | Import/export limits, losses, fees and forecast error | Selecting perfect prices after the event |
| Bilateral or customer service | Signed service scope, credit support and payment formula | Dedicated capacity and competing obligations | Counting the same delivered MWh twice |
For a long-term service arrangement, inspect commencement conditions, qualification deadlines, penalties, termination, indexation and assignment or change-of-control provisions. Contract duration alone does not make the cash flow bankable. Request the complete agreement through controlled disclosure; a public announcement is insufficient evidence of project-specific rights.
Test compatibility interval by interval
Create one ledger of import, export, reserved upward/downward power, stored energy, available usable capacity and outages. Specify the model interval and the product response requirement; an hourly energy model may not capture faster response obligations. Reserve power cannot also support unrestricted trading in the same direction at the same instant.
State-of-charge headroom matters in both directions. A full battery cannot absorb unlimited downward activation; an empty battery cannot sustain upward delivery. Include recovery periods after activation and the rule governing their scheduling.
Table — scroll horizontally if needed
| Pair of activities | Compatibility test | Evidence needed |
|---|---|---|
| Upward reserve + scheduled export | Sum of scheduled delivery and required response stays within available output and export limit | Product rules, control design and grid package |
| Downward reserve + charging | Additional absorption stays within input power, import limit and energy headroom | Qualification and usable-energy schedule |
| Solar charging + grid import | Charging source, shared limit and metering are lawful and feasible | Single-line diagram, agreements and meter design |
| Availability payment + energy margin | Payment terms allow both and specify treatment of activation | Actual contract and settlement provisions |
These are analytical tests, not a statement that every combination is permitted in Ukraine.
Reconcile gross revenue to cash
Deduct charging energy, conversion losses, network and market charges, imbalance settlement, aggregator or balance responsible party (BRP) fees, maintenance and collateral costs. Apply charging treatment to the actual configuration and period: Article 30-1 contains transitional wording, so do not use a universal exemption assumption.
Dispatch also consumes warranty throughput. Allocate degradation and augmentation costs to the operating schedule rather than treating them as unrelated future expenses. Test lower service awards, fewer profitable spreads, longer outages and delayed collections together; correlated risks can exceed isolated sensitivities.
Make the acquisition decision explicit
Retain a source, date and evidence status for each revenue assumption. SELLER DECLARED is a statement; DOCUMENT CONFIRMED supports the stated scope; EXPERT REVIEWED requires a defined review. NOT PROVIDED and NOT APPLICABLE should remain visible with explanations. None certifies the whole project.
A useful investment committee record shows the base case, a case without unawarded revenues, peak funding need and the conditions required before price or commitment increases. No generic Ukrainian BESS IRR is implied.
Read the BESS acquisition and model guide and check separate import/export capacity. Discuss your mandate with Tillerstone, including the revenue evidence you require.
