BESS grid connection in Ukraine: analyse import MW and export MW separately
Translate Ukrainian BESS connection evidence into feasible charging, export and reserve schedules, with separate import and export constraints.
Jurisdiction: Ukraine. Sources reviewed . Periodic review required. Next scheduled editorial review: . Material rule changes require earlier review.
A battery’s equipment rating does not establish its permitted charging or discharge capacity at the grid boundary. Underwrite two separate directions, then test the operating model against the smaller or more restrictive limit in each interval.
The buyer should be able to trace both limits from the project summary to the current connection package and operating evidence. A seller’s single “grid MW” figure is insufficient for that decision.
Build a capacity bridge
Table — scroll horizontally if needed
| Measure | Meaning | Evidence |
|---|---|---|
| Equipment power | Inverter capability under stated conditions | Supplier specification and acceptance tests |
| Requested capacity | What the applicant asked for, separately by direction | Application and changes |
| Offered capacity | What the operator proposed, with conditions | Current technical conditions / proposal |
| Contracted capacity | What the signed package provides, subject to its terms | Agreement, annexes and amendments |
| Physically usable capacity | What completed infrastructure and current operating restrictions permit | Commissioning, metering and dated operating records |
Do not silently move between these categories. A 10 MW inverter, a 10 MW application and a 10 MW contracted export limit describe different facts. Import may be lower, unavailable or conditional even when export is documented.
Article 21 of the Electricity Market Law provides the connection framework. Article 30-1 expressly addresses storage import/export within permitted capacities at the connection point and separate commercial metering. Licensing, connection and market qualification require their own checks; one does not settle the others.
Translate limits into time and energy
Synthetic example: a battery has 10 MW power and 20 MWh usable capacity, but only 4 MW of permitted import. Ignoring losses and auxiliaries, a full recharge from empty needs at least five hours. At 10 MW export, full-power discharge duration is two hours. Those two durations cannot be treated as interchangeable.
In a real model, account for charging losses, operating state-of-charge range, reserve headroom, tapering where relevant and availability. State whether MWh is nominal DC capacity, usable AC energy or guaranteed delivery at a measurement boundary. An energy figure at the cells is not automatically energy sold at the meter.
Examine the entire connection chain
Map the BESS, transformer, cable, metering point and external network works. Identify who owns each interface, which entity holds the agreement, and which works or access rights remain outstanding. Review expiry, extension, payment and change provisions with the actual operator package.
For a development acquisition, turn the remaining works into a responsibility schedule. Record the cost basis, currency, taxes, funding and evidence of completion. A developer’s expected energisation date remains a forecast; it is not an unconditional operator commitment.

| Question | Red flag | Transaction response to consider |
|---|---|---|
| Is import explicitly established? | Only export shown in the teaser | Obtain current directional evidence before modelling grid charging |
| Are works completed? | Contracted capacity presented as energised | Stage payment against defined completion evidence |
| Can the intended company use the route? | Rights sit in another group entity | Resolve the contractual route with counsel and operator |
| Is external work funded? | Plant EPC budget excludes operator/interface works | Add residual CAPEX and a delay case |
| Can services be delivered? | Dispatch assumes capacity beyond a direction’s limit | Rebuild dispatch and reserve qualification assumptions |
Commercial responses need properly drafted acceptance criteria. A vague milestone such as “grid secured” leaves the original uncertainty in the purchase agreement.
Check shared connections separately
For co-located solar and storage, calculate simultaneous net flow at the shared boundary. Solar exporting at the connection limit can leave no headroom for additional battery export. Charging from solar can use a different route from grid charging, with different metering and commercial consequences.
Check the actual rights of both assets, the control system and priority rules. Do not assume the addition of BESS grants new import capacity or permits existing support arrangements to remain unchanged. Model a case in which charging or discharge is restricted at the most valuable times.
Use the result in the offer
Record documented import and export, outstanding works, unresolved legal/technical questions, remaining cost and the revenue scenarios each direction supports. Separate seller declarations from confirmed documents and expert conclusions with defined scope. Reconfirm current project availability before requesting private files; a catalogue page does not establish availability today.
Use the general connection diligence guide for the wider package and the BESS revenue compatibility framework for dispatch. Discuss your mandate, including your minimum grid evidence.
