Curtailment and grid constraints: how lost output changes project value

Separate grid curtailment from equipment and commercial losses, reconcile output to collected cash, and test three synthetic project valuation scenarios.

Jurisdiction: Ukraine. Sources reviewed . Periodic review required. Next scheduled editorial review: . Material rule changes require earlier review.

Lost generation affects an acquisition through its cause, timing, revenue treatment and recurrence. An investor cannot value every missing MWh at an annual average selling price, or assume that every grid instruction creates a collectible compensation claim. Start with a reconciled energy ledger, then connect it to the actual sales arrangement and cash flow.

For Ukrainian solar and wind projects, distinguish technical unavailability, network restrictions, instructed reductions and commercial decisions not to generate. Legal sources were checked through Mitralex on 31 October 2026. The numerical illustrations are invented teaching cases, not market valuation benchmarks or records of a particular plant.

Give each lost MWh one reason

Use a consistent counterfactual: the output reasonably available under the observed resource, equipment condition and defined measurement boundary. A historic design forecast is not automatically that counterfactual. An engineer should explain weather adjustment, losses and uncertainty before the financial team prices the difference.

ClassificationEvidence to requestValuation question
Equipment unavailabilityFault/maintenance logs, affected capacity and repair recordsIs there a recurring defect or replacement budget?
Network constraintOperator communications, boundary limits and interval recordsIs output restricted by a dependency outside the plant?
Instructed reductionIdentifiable command, response, metering and applicable settlement routeWhat entitlement, if any, follows from that specific event?
Commercial reductionBids, dispatch policy, prices and contractual commitmentsWas stopping output an economic choice under that model?
Measurement/settlement correctionValidated meter data, revisions and invoicesIs this physical loss, data timing or a commercial adjustment?

Resolve overlapping events. A plant already unavailable cannot normally lose the same output again because a simultaneous network restriction existed. Define an allocation hierarchy and preserve the underlying intervals. Do not improve the acquisition case by counting a technical warranty claim and a grid compensation claim against the same assumed loss without checking each basis and interaction.

Check the legal route before recognising compensation

Article 68 of the Electricity Market Law addresses balancing arrangements and includes the TSO's route to purchase load-reduction services from producers selling at the green tariff. The Market Rules' methodology for undelivered electricity is expressly framed around such producers and contains its own calculation framework.

This is not a universal rule that every merchant plant, PPA seller or battery receives the same payment. Identify the participant, support/sales model, event, instruction, contract, quantity calculation, supporting records and collection route. A claim should be modelled at its evidenced certainty level, separately from ordinary electricity sales. A legal entitlement, an accepted settlement amount and money received are different stages.

For an operating acquisition, reconcile outstanding claims with ageing, disputes, subsequent collections and responsibility for pursuing them. Agree whether historical receivables transfer with the company or are dealt with through the purchase-price arrangements. Avoid paying twice for the same expected collection through both cash-flow value and a separate receivable adjustment.

A synthetic monthly energy-to-cash bridge

Assume 1,000 MWh of weather-adjusted potential output at a defined delivery boundary before the events below. Assign mutually exclusive losses of 60 MWh to equipment, 90 MWh to the grid and 20 MWh to commercial dispatch decisions. The resulting metered export is 830 MWh. No compensation is assumed.

At an assumed uniform UAH 2,000/MWh, gross sales are UAH 1,660,000. Deduct assumed sales-route costs of UAH 100,000 and the modelled net amount before other operating costs is UAH 1,560,000. If only 80% of gross sales has been collected by the review date, receipts are UAH 1,328,000 and the gross receivable is UAH 332,000. After paying those sales-route costs, the cash available before other operating costs is UAH 1,228,000.

The difference between UAH 1,560,000 and UAH 1,228,000 is collection timing, not another physical energy loss. All amounts ignore VAT solely for this teaching example. In a real model use interval selling/support terms and tax-inclusive payment timing: a lost evening MWh and a lost midday MWh may have different values.

Translate recurring restrictions into a value scenario

Separate a temporary connection-work delay from an enduring operating limit. State who can resolve it, the work needed, funding, operator dependencies and evidence supporting the assumed resolution date. Developer forecasts should remain forecasts until supported by the relevant commitments and progress records.

The following simplified illustration assumes constant annual unlevered free cash flow after the modelled operating costs, taxes and sustaining expenditure, paid at year-end for ten years, with a 12% discount rate and zero terminal value. It excludes other project-specific adjustments. These are arbitrary assumptions for teaching, not Ukrainian market parameters or an investment recommendation.

CaseAnnual cash flowPresent value, approximately
Better delivery/collectionEUR 550,000EUR 3.108 million
Base assumptionsEUR 500,000EUR 2.825 million
Persistent restriction/downsideEUR 400,000EUR 2.260 million

The annuity factor is approximately 5.6502. The exercise shows why a recurring cash-flow difference can matter more than a headline MW comparison. It does not establish a purchase price. An actual model needs the remaining useful life, dated contracts, replacement and decommissioning scope, tax, timing, working capital, debt and the agreed enterprise-to-equity bridge.

Put the evidence gap into the offer

Request an event register with timestamp/time zone, affected unit, reason, instruction/reference, available output, actual output, settlement treatment and evidence status. Reconcile it to metering and invoices, then test a downside in which disputed compensation is delayed or absent. Use an independent technical review where the counterfactual determines material value.

For a development project, tie payments to the actual evidence needed to remove the uncertainty; a generic "grid secured" milestone is insufficient. For an operating project, separate known historic claims from forecast operating improvement. A seller's model and a Passport structure information; neither replaces technical, legal and financial diligence.
