What makes a Ukrainian energy project investable and bankable?
Test Ukrainian energy project bankability against rights, deliverable revenue, funding, downside cash flow and institutional environmental requirements.
Jurisdiction: Ukraine. Sources reviewed . Periodic review required. Next scheduled editorial review: . Material rule changes require earlier review.
An investable project fits a particular investor’s risk, control and capital mandate. A bankable project must also support a particular lender’s credit decision and financing conditions. Neither quality follows automatically from an RTB label, a Project Passport or a promising projected return.
Evaluate the complete chain: rights allow delivery; delivery produces collectible revenue; cash covers operations and financing; committed capital covers construction and downside shortfalls. A break in that chain is a funding question, not a presentation problem.
A bankability evidence matrix
Table — scroll horizontally if needed
| Workstream | Evidence to test | Consequence of a gap |
|---|---|---|
| Project rights | Ownership, site, grid, construction and operating route | Inability to deliver the financed asset |
| Revenue | Executable delivery profile, contract or justified merchant assumptions, settlement and credit | Lower debt capacity or a different financing structure |
| Completion | Full cost plan, interfaces, contingency, EPC scope and sponsor support | Funding shortfall before first cash |
| Operating performance | Resource, usable equipment capacity, availability and lifecycle budget | Less sustainable cash for debt service |
| Security and control | Proposed security, account controls, consents and enforcement analysis | Lender cannot rely on the intended protection |
| Sponsor | Ownership transparency, track record, equity sources and governance | Diligence or approval cannot progress |
| Environmental and social | Applicable law, lender standards, action plan and budget | Additional conditions, mitigation costs or exclusion |
The table is an editorial diligence method. It is not a lender approval checklist or an assertion that a security arrangement is enforceable. Counsel and the relevant lender must assess the actual package.
Make the downside financeable
Build cash available for debt service from cash receipts after necessary operating costs and applicable adjustments. State the lender’s actual definition; accounting profit is not a substitute. Where a debt service coverage ratio is used, reconcile numerator, interest, principal, timing and reserve treatment. No universal acceptable ratio is assumed here.
Test delayed connection, cost overruns, lower capture prices, payment delays, curtailment and unplanned outages. For BESS include reduced service income, energy headroom, efficiency, warranty throughput and earlier augmentation. Show the maximum cash deficit and who funds it; a sensitivity that displays only IRR can conceal insolvency risk.
Debt tenor should be assessed against the useful operating life and the term of the revenue and site arrangements. Refinancing at maturity is an assumption unless supported by a credible route. Separate construction equity, debt availability, acquisition payments and shareholder-loan repayment in sources and uses.
Institutional standards require work and budget
The EBRD Environmental and Social Policy 2024 and IFC Performance Standards provide institutional frameworks. Their applicability depends on the financier and project. An environmental permit alone does not demonstrate compliance with every lender requirement.
Prepare project-specific information on land acquisition, labour and occupational safety, biodiversity, community impacts, supply chains, stakeholder engagement and grievance handling where relevant. For batteries include fire response, waste and end-of-life arrangements. Price required surveys, mitigation, monitoring and staffing rather than leave “ESG” as an uncosted line.
Match the financing stage to the evidence
IFC’s project cycle separates early review, appraisal, approval and commitment. EBRD’s financing information also describes eligibility and financial products. These sources explain institutional processes, not a relationship between Tillerstone and either institution.
Table — scroll horizontally if needed
| Evidence stage | What it supports | What it does not establish |
|---|---|---|
| Introductory lender discussion | Initial relevance | Approval or available money |
| Indicative terms | A conditional financing route | A binding funding obligation |
| Approval | A defined institutional decision | Satisfaction of every disbursement condition |
| Executed commitment | Contractual funding terms | Automatic drawdown regardless of conditions |
Keep unresolved issues in a dated register. Label seller statements, documents and expert conclusions separately. A Qualified Project can be suitable for a first discussion while still carrying development risk; a Passport does not replace lender due diligence.
Use the financing channel guide to identify the route and discuss your mandate with the revenue, control and funding constraints your team can accept.
