Guarantees of origin in Ukraine: when can they add project value?
Check ownership, issuance, transfers and buyer demand before adding Ukrainian renewable guarantees of origin to an acquisition valuation.
Jurisdiction: Ukraine. Sources reviewed . Periodic review required. Next scheduled editorial review: . Material rule changes require earlier review.
Guarantees of origin (GOs) can add value only where the project or acquired company can establish ownership, obtain the relevant certificates and monetise them through an evidenced buyer route. Renewable generation alone does not establish an additional revenue stream belonging to the seller.
For an acquisition, review existing certificates and future issuance separately. A certificate already transferred or cancelled cannot also be counted as available sale inventory.
The legal instrument and its boundary
Article 9-7 of the Alternative Energy Sources Law provides the Ukrainian GO framework: certificates are linked to renewable electricity, can transfer separately from electricity, and are based on commercial metering. The article defines a standard 1 MWh unit and prohibits duplicate issuance for the same volume. NEURC is the authorised body.
Cabinet Resolution No. 227 of 27 February 2024 sets the issuance, circulation and cancellation framework. Review the current text and applicable support/sales arrangements before assuming that certificates belong to the generator. A GO is not a carbon credit, a construction permit or evidence that a project has passed due diligence.
An ownership and realisation checklist
Table — scroll horizontally if needed
| Question | Evidence | Valuation consequence |
|---|---|---|
| Is the installation registered for issuance? | Relevant registry and installation records | Future issuance cannot be assumed from a technology label |
| Which volumes support issuance? | Commercial metering and reconciliation | Use eligible measured energy, not installed MW |
| Who owns the certificates? | Registry holdings, support terms, PPA and transfer obligations | Income may belong to another party or already be assigned |
| What remains available? | Issued, transferred, cancelled and expired inventory | Prevent duplicate stock or revenue |
| Who will buy, and on what terms? | Signed contract or clearly labelled non-binding interest | Separate contracted income from upside |
| Can the buyer use them for its purpose? | Buyer requirements and recognition assessment | Domestic issuance does not prove recognition in every foreign market |
Request commercial references through controlled disclosure. Do not publish account access, detailed sensitive installation locations or private counterparty terms in an Insight.
Keep certificates and electricity consistent
Read the PPA and support arrangement together. Determine whether environmental attributes are included in the power price, retained by the generator or transferred under a separate obligation. Adding a GO sale on top of an electricity price that already includes the same attributes double counts value.
For hybrid/storage configurations, use the actual metering and origin rules. Electricity discharged from a grid-charged battery is not automatically renewable output eligible for a new GO. The project's source and accounting route must support the claimed attributes.
Value only the supported cash flow
Use eligible MWh multiplied by an evidenced price, less relevant administration, trading and contractual costs. State whether the quantity is measured inventory or future production. Do not substitute a foreign certificate benchmark for a Ukrainian achieved price.
Run a base case without uncontracted certificate revenue and a separate upside case. Stress lower eligible production, weaker demand, buyer non-performance and timing. Track circulation and cancellation deadlines from the relevant production period rather than assume indefinite shelf life.
If the acquisition includes certificates already issued, define the inventory date, holder, transfer procedure, price treatment and the handling of certificates generated between signing and closing. Their treatment must align with working-capital and revenue adjustments so the buyer does not pay twice.
A decision record for the seller and buyer
Record registry status, eligible volume, ownership obligations, available inventory, buyer route and unresolved recognition issues. Distinguish a legal ability to transfer from evidence of a payable sale. No generic certificate-price premium is implied.
