Financing Ukrainian energy projects: EBRD, EIB, UIF and the route to commitment
Map Ukrainian energy financing channels to borrower, project stage, funding need, diligence and documented commitment without assuming programme access.
Jurisdiction: Ukraine. Sources reviewed . Highly dynamic conditions. Next scheduled editorial review: . Material rule changes require earlier review.
Choose a financing channel by borrower, project stage, use of proceeds and risk allocation. A programme announcement is not an available loan for every energy SPV. Institutional financing requires project-specific eligibility, diligence, approval, documentation and satisfaction of drawdown conditions.
Separate money paid to a seller from money entering the project. Development capital, construction equity, shareholder loans and project debt solve different funding needs and can have different repayment and control consequences.
Map the channel to the need
Table — scroll horizontally if needed
| Channel | What the primary source establishes | What the sponsor must still establish |
|---|---|---|
| EBRD direct financing | Loans/equity and eligibility-based assessment in its financing information | Project fit, sponsor, size, revenue, diligence and terms |
| EIB / intermediated routes | EIB-backed Ukraine investment and partner arrangements | The actual product, eligible borrower and implementing institution |
| Ukraine Investment Framework (UIF) | EU guarantees and blended support channelled through partners | Applicable window, partner access, selection and investment conditions |
| IFC or other development-finance route | Institution-specific appraisal and commitment process | Financial, integrity and environmental/social requirements |
| Commercial debt / sponsor funding | A separately negotiated capital source | Lender appetite, security, repayment and completion support |
See EBRD products and services, the European Commission UIF factsheet updated in June 2026, and EIB’s June 2026 Ukraine support announcement. These demonstrate institutional channels, not entitlement for a particular Tillerstone opportunity.
The Commission’s EU/EEA investment expression-of-interest call explicitly separates participation from a guarantee of financing. A call’s criteria are specific to that call; do not apply them to all UIF channels or assume that the call is still accepting applications without checking its current status.
Prepare a financeable request
State the borrower, ownership, project scope, current stage, requested instrument, total budget, sponsor contribution, proposed security and use of proceeds. Explain the first revenue date and the completion dependencies behind it. Give a sources-and-uses schedule rather than a single “investment required” number.
Table — scroll horizontally if needed
| Use of funds | Evidence | Question for the financier |
|---|---|---|
| Acquisition consideration | Transaction perimeter and price bridge | Is acquisition funding eligible? |
| Construction / equipment | Scope, quotes, contracts and contingency | Who covers overruns and interface gaps? |
| Connection | Directional capacity, remaining works and agreements | What evidence precedes drawdown? |
| Debt repayment | Reconciliation, security and consent route | Which debt is refinanced or retained? |
| Working capital / reserves | Payment timing, collateral and operating cash needs | How much liquidity is required before collection? |
For a foreign shareholder loan, obtain a current bank/counsel assessment of the instrument, tax and cross-border payment route before assuming repayments. Contractual maturity is not proof that every foreign-currency payment can occur then.
Separate four milestones
An introductory discussion supports initial relevance. Indicative terms provide a conditional route. Approval is an institutional decision. An executed commitment creates defined contractual obligations, still subject to its conditions. IFC’s project cycle illustrates these distinctions.
Maintain a funding register with amount, currency, recipient, status, conditions, expiry and evidence. Do not put an unsigned grant or uncommitted loan into the funded base case. Show a sponsor-only delay case if debt or support arrives later than expected.
Identify risk tools without replacing diligence
Revenue stabilisation, guarantees and political-risk cover can address particular risks. They do not remove construction, grid, operational, environmental or counterparty risks outside their scope. Test lender recognition of each instrument, beneficiary rights and conditions.
Use the bankability framework and dedicated RAMP-UP guide. Discuss your mandate, separating acquisition budget and capital available to complete the asset. Tillerstone structures information and transaction discussions; financing decisions remain with the relevant parties and institutions.
