RAMP-UP in Ukraine: assess revenue stabilisation before adding it to the model
Understand the source-checked RAMP-UP programme context and the eligibility, award, contract and cash-flow evidence a Ukrainian project still needs.

RAMP-UP is a programme context for mobilising Ukrainian renewable investment, not evidence that a specific project holds revenue support. Keep programme development, donor commitments, project selection and executed project rights as separate evidence stages.
For an acquisition, model support only at the certainty level the project can demonstrate. A seller’s expectation of participation should remain a separate conditional scenario until the applicable terms, award and contract are established.
What the checked primary sources say
The World Bank’s 29 June 2026 announcement describes Renewable Acceleration and Market Development for Ukraine (RAMP UP) as a joint initiative with the EBRD, government and development partners to mobilise private energy investment. The EBRD’s 2026 Recovery Conference announcement describes a price-stabilisation mechanism and donor letters of intent.
Earlier terminology appears in the EBRD mechanism design document disclosed on 10 March 2026: Ukraine Renewable Energy Risk Mitigation Mechanism (URMM), revenue stabilisation and a competitive selection process. These documents provide context across programme development. They do not constitute the final contract or award for any project.
This article does not assert an open application window, support price, term, unconditional eligibility or automatic coverage for standalone batteries. Check the current programme documentation and actual project rights before relying on any of those assumptions.
An evidence ladder for underwriting
Table — scroll horizontally if needed
| Stage | What can be concluded | What remains unproven |
|---|---|---|
| Programme announcement | A policy/financing initiative exists | Your project qualifies |
| Donor intention or programme financing | Resources or intentions are documented at programme level | A project has a payable claim |
| Published selection terms | Criteria and process can be assessed | An applicant has won |
| Project-specific award | A defined selection result exists | Every contract and commencement condition is fulfilled |
| Executed agreement | Terms can be modelled subject to conditions | Payment is unconditional or eliminates all risks |
For each stage, retain source date, scope and responsible counterparty. Approval of a design or technical-assistance project is not approval of a private power plant’s revenue support.
Build the contract into the model
Table — scroll horizontally if needed
| Item to establish | Model consequence |
|---|---|
| Eligible technology, stage, volumes and commencement | Which energy and period can receive support |
| Price formula, reference market and settlement interval | Basis risk between actual sales and support |
| Payment currency, conversion and indexation | Currency exposure and cash timing |
| Counterparty, backing and payment mechanics | Collectibility and working capital |
| Curtailment, outage and non-delivery treatment | Support may not equal theoretical generation |
| Termination, assignment and change of control | Acquisition may affect project rights |
| Interaction with other contracts / support | Prevent double counting or incompatible obligations |
These are diligence questions, not assertions about final programme terms. Have the relevant institution and advisers confirm the actual mechanism documents.
Compare with the unsupported case
Build a merchant case, a supported case using evidenced terms and a delayed-support case. Include application/development spending, connection delay, credit and currency risks, operating costs and cash reserves. Do not replace the project’s realised price with a support reference price without reconciling the formula.
Ask which risks the lender still underwrites after the mechanism is added. Revenue stabilisation does not complete land, grid, EPC, environmental or operating diligence. Battery service revenues require their own qualification and contract analysis.
Read the financing route guide and revenue-model comparison. Discuss your mandate with support assumptions and evidence requirements clearly separated.
